Short Information

General

The Federal Institute for Public Administration is an interdepartmental administrative institute and as such is the only one of its type on the federal level. It trains new personnel for the intermediate non-technical management level in the federal administration. The Institute imparts academic knowledge and methodology and provides students with the practical occupational skills they will require in their future careers.

Students of the Federal Institute for Public Administration have the temporary legal status of a civil servant. In order to enter, applicants must be qualified for admission to a technical college. Depending on their intended career, additional requirements may have to be met. Admission to the Institute requires that candidates successfully apply to a hiring agency for the career of their choice. The Federal Institute for Public Administration is currently training students for the following careers at the intermediate management level of the German civil service:

  • Intermediate non-technical management in the general internal federal administration
  • Intermediate non-technical management in the Federal Institute for Employment
    a) Intermediate non-technical management
    b) Specialized advisory personnel
  • Intermediate management in the Foreign Service
  • Intermediate non-technical management in the Federal Police
  • Intermediate non-technical management in the Federal Financial Administration
    a) Customs service
    b) Federal Property Administration
  • Intermediate non-technical management in the Farmers' Social Security Administration
  • Intermediate non-technical management in the Intelligence Services
    - Federal Intelligence Service Division
    - Federal Office for the Protection of the Constitution
  • Intermediate management in the Federal Criminal Investigation Service
  • Intermediate non-technical management in the social security administration
    a) Employees' and workers' old-age insurance
    b) Miners' association insurance
  • Intermediate management in the Federal Meteorological Service

Since the establishment of the Institute in 1979, approximately 52,000 students have successfully completed their studies here. At present, the Institute has some 6300 students and 354 fulltime instructors.

Studying at the Federal Institute for Public Administration

The Institute’s programmes are organized on an interval basis with alternating theoretical and practical segments. The courses of study have a duration of three years. Theoretical and practical training periods (internships and practical training programmes) last 18 months each.

Theoretical studies are divided into basic and main studies. Subject matters in basic studies are:

  1. Constitutional law and political science
  2. Legal fundamentals (administrative law, civil law)
  3. Economics and public finance
  4. Business management, organisation and information processing
  5. Social sciences (psychology, sociology, education)
  6. Special career topics

The basic studies end with an intermediate examination.

The main study intervals are characterised by the different requirements of the respective career fields. At the end of their studies, students must take a university-level career examination. This consists of a written and oral examination and usually includes a thesis paper. Depending on their course of study, students receive from the Federal Institute for Public Administration an academic degree in public administration, business administration or financial administration.

In addition to student training, the Central Branch and the Departmental Branches offer a wide variety of follow-on training measures.

The Central Branch and Departmental Branches

The Federal Institute for Public Administration is subdivided into a Central Branch and ten Departmental Branches. Students of the Departmental Branches of General Internal Administration, the Federal Border Guard, the Intelligence Services, the Federal Criminal Police and the Meteorological Service receive instruction at the Central Branch in Brühl during their basic studies. The Departmental Branches of the Foreign Affairs Administration, Federal Defence Administration, Financial Administration, Farmers' Social Security Administration and Social Security Administration provide instruction in basic studies at the location of each Departmental Branch. Depending on the course programme, instruction in main studies is provided at the Departmental Branches.
